For ONC certification 2016,cypress installed and checking all options.not getting option "Manual Entry Test"

      In C1,What exactly we have to do in "Manual Entry Test"
      I did not get concept.If we select measure,we get description of template and value set.and completed column.Please elaborate whole procedure.
      And is it compulsory to perform "Manual Entry Test".or its optional.
      Please provide PDF/documents related to "Manual Entry Test" if any.
