Importing Cypress Test Data into the EHR

      For import and calculate, the requirement is to import QRDA-I formatted data, and compute results in a QRDA-III formatted report.

      For capture and export, the requirement is to capture the data elements through the CLINICAL INTERFACE of the EHR (implying manual entry), and to export a QRDA-I file that includes the relevant data elements. Automated data entry should NOT be used for this step. Imagine a customer purchased an EHR that could represent a data element internally, but there was no way to enter it through the clinical user interface. This EHR could not support a provider successfully reporting MU eCQMs.

      In the final test scripts for the CQMs, the testing is split into three parts: capture and export, import and calculate, and electronic submission. The paragraph concerning import is specifically exempted for Complete EHR systems in the “Certification Criterion” section:

      "(2) Clinical quality measures – import and calculate.
      Import. EHR technology must be able to electronically import a data file formatted in accordance with the standard specified at § 170.205(h) and use such data to perform the capability specified in paragraph (c)(2)(ii) of this section. EHR technology presented for certification to all three of the certification criteria adopted in paragraphs (c)(1) through (3) of this section is not required to meet paragraph (c)(2)
      (ii) Calculate. EHR technology must be able to electronically calculate each and every clinical quality measure for which it is presented for certification."

      However, when looking at the next sections about the actual testing methodology, there is much emphasis put on the ability to import the test data from Cypress.

      It is not explicitly stated, but from the position of the points in the testing where this occurs, it appears as if the data is to be imported into the medical record itself, and not simply into some CQM calculator. Is this an accurate reading of the test script?
