ATL's results differ from demo/private server

    • A non UTF-8 character in one of the measure titles caused a parsing error which resulted in the error messages below.
    • Implementation Problem

      My QRDA 3 files work fine on both the public 2.4.1 Cypress server, and a private copy of the VM. But when I submit to my ATL (Infogard) I get a bunch of errors like:

      There are [many issues](https://jira.oncprojectracking.org/browse/CYPRESS-489?jql=project%20%3D%20CYPRESS%20AND%20text%20~%20%22%5C%22Could%20not%20find%20entry%20for%20measure%5C%22%22) reported to jira involving these kinds of errors, but the problem is that I can't replicate it locally. (I even reverse-engineered the test patients to create an analogous test locally, and that still passed.)

      I see that in the Cypress 2.4.1 gemfile it's using the head commit of the "development" for quality-measures-engine, which seems like it would cause me and my ATL to end up with different versions of that lib, but I don't think that would cause errors like this? Also it's not using a fixed release of health-data-standards, but that branch hasn't been updated in a while.

      Any ideas what could be going on or how I can troubleshoot? Attached is my QRDA and the error report.
