Incorrect expected results in Cypress 2.1.0 for Denominator and Denominator Exclusions in CMS190v1 (NQF 0372, VTE-2)

This is due to the incorrect order of calculation between denominator and
exclusions. The order of calculation was not updated properly in 2.1.0
based on changes to the implementation guidance. This will be fixed in Cypress 2.2.0 release.

This issue has also been addressed in the 2.1.1 bundle that can be downloaded from http://demo.projectcypress.org/bundles/bundle-2.1.1.zip.

    • Implementation Problem

Description: Per the Master Patient List, Cypress 2.1.0 with the 2.1.0 bundle expects the following patients in the Denominator Exclusions population for CMS190v1 (NQF 0372, VTE-2):

      • AMI ADULT A
      • AMI ADULT B
      • AMI ADULT C
      • AMI ADULT D
      • SCIP ADULT B
      • STROKE ADULT B
      • VTE ADULT C

      (See attached screen capture.)

But none of these patients can be in the Denominator Exclusions population. To be in the Denominator Exclusions population, a patient must first meet the Denominator population. The Denominator definition for this measure is:

      Denominator =

      • AND: "Initial Patient Population"
      • AND: "Occurrence A of Encounter, Performed: ICU Admission or Transfer" during "Occurrence A of Encounter, Performed: Inpatient Encounter"

None of the seven patients noted above have an "Encounter, Performed: ICU Admission or Transfer" so they cannot possibly be in the Denominator population, let alone the Denominator Exclusions population, yet somehow Cypress thinks they qualify for both. (The only two patients who should meet the Denominator population are CAP ADULT A and CAP ADULT B.)

Because of this problem, in a test for all 29 EH measures, calculated results for the Denominator and Denominator Exclusions populations (2 and 0, respectively) do not match the expected values in Cypress (8 and 6, respectively). (The expected value are 8 and 6 rather than 9 and 7 because Cypress does not include VTE ADULT C in the generated test deck.)

      Please advise.
