Generic query wrt all measures QRDA-3 output

      Hi,

      This query is generic to all measures for QRDA-3 generation,
      can you please let us know if the Predicated Rate calculation is a mandate ?
      the IG says its not mandatory, but I have seen this calculation in almost all QRDA-3 samples.
      I have tried to find the formula or how to calculate this on the CMS website but the information is very limited, JIRA asks us to check CMS site for this calculation.
      can you please confirm if it is needed. if yes, is there any source or link you can refer to.
