Is it okay to substitute values when importing QRDA Cat 1 patient test data?

      When we import the patient test data generated by CYPRESS, is it acceptable to substitute CPT for SNOMED codes for (Encounter, Performed) QDMs, so long as the substituted CPT is belongs to the value set for the measure?

      Our EHR currently doesn't support coding an Encounter with SNOMED - only CPT. All of the CQMs we have chosen to certify have value sets that include both SNOMED and CPT codes. So it is feasible for our users to generate meaningful CQM reports for MU using only CPT codes for encounters.

      There are good industry reasons why our users would not be able to code encounters in SNOMED, anyway. In order to bill insurance, encounters must be coded in CPT, for example.
