Measure Validation engine still incorrectly calculates times

On QRDA import, Cypress shifts all times to UTC±00:00.

If calculation errors due to timezone shifting during a certification, have your ATL reach out to the Cypress team for guidance.

Alternatively, changing the system time of the software instance being tested set to UTC±00:00 will mitigate this issue.

Relevant issue for context: CYPRESS-1687 Measure Validation engine incorrectly calculates times - Office of the National Coordinator for Health Information Technology

In Cypress 7.3.2, the measure validation engine is incorrectly calculating statuses for uploaded QRDA I documents. An uploaded QRDA I for Lauren Torres (19 N VTE) is inappropriately calculated in NUM.

300885_Z6516_E6396.xml is being calculated by Cypress in NUM because the measure validation engine incorrectly calculates LowRiskForVTE.LowRiskDatetime as being in [VTE. "FromDayOfStartOfHospitalizationToDayAfterAdmission" (QualifyingEncounter).low, VTE. "FromDayOfStartOfHospitalizationToDayAfterAdmission" (QualifyingEncounter).high]

We are having a repeat of the issue reported in the ticket linked above.

Attached is the Cypress generated document (39_Lauren_Torres.xml) and our exported document (300885_Z6516_E6396.xml).
