As part of CMS22v13 measure logic testing, we have conditioned two patients for NOT getting exception credit, but they are getting an exception credit in the Cypress.

The patients are conditioned to test negative scenarios for below mentioned criteria of denominator exception condition "Encounter with Order for Hypertension Follow Up Declined by Patient"

"Encounter with Second Hypertensive Reading SBP 130 to 139 OR DBP 80 to 89" SecondHTNEncounter
      with "Second Hypertensive Reading SBP 130 to 139 OR DBP 80 to 89 Interventions Declined" SecondHTNDeclinedInterventions
        such that SecondHTNDeclinedInterventions.authorDatetime during day of SecondHTNEncounter.relevantPeriod

As per the measure logic, these patients do not have Encounter with Hypertensive Reading Within Year Prior. So, we're unsure how this is working in cypress.

We have attached the qrad1 files for both patients. Can you please review and let us know on what basis they are getting exception credit in cypress.
