In the master patient list the patient Z1 N Eye has a single Communication, Not Performed.  However, in the QRDA file the patient has two communications.  Both have the same negation rationale and the same time stamps, but the ids are different.  

This patient was selected as a de-dupe test for CMS142v11 and the First Name was chosen to be varied.  Because the First Name is different and the one of the data elements has a different clinical identifier we are not picking it up as a duplicate and merging the files.
