When testing a QRDA1 file for CMS 104 it was noted that a patient with a MedicationDischargeNotDone and value set OID of 2.16.840.1.113883.3.117.1.7.1.200 is counting in the Exception for CMS 104 when the OID is associated with CMS 71.

I tested the same file on the HQR site and the Exception is not counted for CMS 104, only for 
CMS 71.
