I have two questions regarding test data of CMS22v9, testing for C1 (QRDA I). 

First, the data we received states that we need to negate the entire value set of (Pharmacologic Therapy for Hypertension). We have worked to negate the codes but not entire value set so are we supposed to address. Does this mean that when we negate the entire value set, then all medications under that value set are negated. No matter what medicine of that value set we add and negate, it will negate the entire value set. Correct nor not? Patient File (Wade Knight) attached for reference.

My second question is about Inpatient encounter with Discharge Disposition contained in the test data given to us by our ACB. We are certified as an ambulatory service, so how are we supposed to address the Inpatient encounters not even included under measure specification of 2021 EP/EC eCQMs. Patient File (Timothy Fleming) attached for reference.
