Cypress appears to use value set OID 2.16.840.1.113883.3.600.1.1575 for CMS69v9

      Cypress used the "Z1 Diabetes Adult" template to generate a patient that is is in the denominator exclusions.  It includes the diagnosis code Z51.5 which is a part of value set OID 2.16.840.1.113883.3.600.1.1575.  Which is referenced in CMS69v8 but not in CMS69v9.  I've gone over the data and there appears to be nothing else that would allow it to in the denominator exclusions.

      It appears if we write to the spec our numbers will be off according to cypress because appears to be relying on a logic that is no longer valid.

      Our CAT1 export strips that code out of the file since the value set it is in is no longer used in the report.  Once I manually add the xml for the Z51.5 diagnosis code to the file it passes.

      I've attached the CAT1 we received from Cypress.

      Is this a bug in Cypress or am I missing something?
