Please provide your feedback what is expected behavior, in following scenarios. 
QRDA 1 should be generated in both the scenarios?-

For eCQM NOT applicable for Telehealth Encounter Support

-QRDA 1 is NOT generated if Telehealth modifier (for example 95) is associated with encounter CPT .

-QRDA 1 is generated without Qualifier section if Telehealth modifier (for example 95) is NOT associated with encounter CPT .
