I have a patient (Z14 N GP Adult) with two Denominator visits, one of which is in NUMER and one in DENEXCEP, by my calculations. Cypress is not allowing the DENEXCEP, only NUMER and I can't figure out why.

The Denexcep Path is from Encounter with Order for Hypertension Follow Up Declined by Patient

which gets it result from the final union path:

Is this a cypress bug?
