CMS 155v9 Cypress providing BMI percent not BMI percentile value

      We are confused about the value provided in the test deck for CMS1155 patients that meet the numerator.  According to the measure guidance:

      Because BMI norms for youth vary with age and sex, this measure evaluates whether BMI percentile, rather than an absolute BMI value, is assessed.

      In looking at our test information for CMS 155v9, there are 2 patients that should be in the numerator, Kirk Foster and Lisa Barton.  

       

      Kirk is 11 years and 5 months has a height of 5' and weight of 100.  The percentile result given is 18.6%.  Based on the CDC calculator, he is in the 78th percentile not the 18th.  

       

      Lisa is 17 years 4 months has a height of 66" and a weight of 165 The percentile given is 26.6%.  Based on the CDC calculator, she is in the 97th percentile.  

       

      I need some clarification on if the test data is using BMI percent vs BMI percentile.  We are given the LOINC code for percentile but the value doesn't match.
