In testing CMS 156 we have patients who do not have meds meeting the numerator 1 valuesets, but they meet numerator 2 and it seems that result gets applied to numerator 1.

We also have the reverse, patients failing to meet numerator 2 are also said as failing numerator 1 when they should pass it.
