Reporting period : 2020
Nursing Facility Visit
startdate :  11/3/2018 8:00

stopdate : null

In this case cypress qualifies exclusion bucket.And I am checking its stopdate as not null in the measurement period,so qualifies Not met bucket.

Is this valid?Should we add constraint on the stopdate in the measurement period .i.e., jan2020 to Dec2020.

Please explain with example.
