CMS-190v9 C1 Sample testing returning Internal Error with code nullFlavor in Facility Location

      When testing C1 sample CMS-190 for the QDM template Encounter, Performed with the facilityLocations attribute Cypress returns the message "C1 Execution: An internal error occurred" if the submitted XML has a code nullFlavor for the facility location. Removing this facility location circumvents this error.

      According to the Implementation Guide for Facility Location (V2), this nullFlavor should be allowed.
