Expecting Cypress to return N=1 for CMS165v7 test patient since latest HTN visit has BP readings below threshold

      The Cypress validator (cypressvalidator.healthit.gov) is returning N=0 for the QRDA1 file (attached) for my test patient for CMS165v7 for the 2019 reporting period, but I am expecting N=1 for this patient for this measure.  An overview of the data contained within the QRDA1 file is outlined below.

      3/1/2019 visit with 99201 and i10 (Hypertension) documented with BP reading of 100/150

      9/12/2019 visit with 99201 and i10 (Hypertension) documented with BP reading of 89/139

      The 3/1/2019 visit is enough to qualify the patient for DENOM.  To the letter of the spec, the 9/12/2019 visit is enough to qualify the patient for the NUM.  The BP reading for the 9/12 visit is below the 90/140 threshold, and there is no stipulation in the spec that states that the hypertension in place for the 9/12/2019 visit has to be the same instance of hypertension that was in place for the 3/1/2019 visit.  I looked through JIRA but couldn't find any previous tickets where the question arose as to the interpretation of multiple distinct instances of hypertension for this measure.  Do you know what I might be missing?
