Incorrect Initial population and denominator count for CMS68 v9

      Patient Z4 (DQ 2) Heart Adult, Cypress states that for CMS68v9, the patient should count twice in the IPP and denominator. After reviewing the xml for the patient(attached a copy). There are two encounters in the file but only one appears to be valid encounter for the patient to meet the denominator.  Verified encounter codes against encounter OID = 2.16.840.1.113883.3.600.1.1834.  Is the count wrong or am I missing why this patient should count twice?
