Time between ED end - IP start (1 hour or less) evaluation

      While testing files for ED-1 CMS 55v7 on the TJC DDSP, we noticed there was a difference in the interpretation of the CQL logic "EDVisit.relevantPeriod ends 1 hour or less before or on start of Encounter.relevantPeriod" between our internal reports and the reports we were getting back on the portal. Our files and reports are using the CQL definition of an hour where we truncate the length of the hour (eg. 59 minutes = 0 hours, 61 minutes = 1 hour, 119 minutes = 1 hour, etc.). It appears the intent of the measure was to measure the length of time in minutes from ED end to IP start, where the measure logic should have used "60 minutes" instead of "1 hour". The DDSP is using this method for their population calculations.

       

      We are wondering how cypress is evaluating this measure, whether it's by the CQL definition of an hour or the intended 60 minutes of the measure developer?
