While testing CMS 074 in cypress (QRDA1s or C1), we ran into a situation where Cypress expects us to include a patient that was born during the measurement period.

The patient in question is called Gerald Murray, with a birthday of 2017-05-17

Our reporting period is the 2017 year, so our code logic would not include this patient in the initial population as they are not born before the reporting period.

Last year if the patient was born during the measurement period, they were not included, as indicated by CYPRESS-1579

The measure is supposed to handle "Fluoride varnish application for children" but it seems unlikely to include children that young in the initial population
