I've seen this issue in many measures, for example in NQF 0418 ,
according to the measure description the IPP is :
◦AND: "Patient Characteristic Birthdate: birth date" >= 12 year(s) starts before start of "Measurement Period"

◦AND: "Occurrence A of Encounter, Performed: Depression Screening Denominator Encounter Codes New" during "Measurement Period"

and also according the same document :
"Encounter, Performed: Depression Screening Denominator Encounter Codes New" using "Depression Screening Denominator Encounter Codes New Grouping Value Set (2.16.840.1.113883.3.600.1916)"

As regular outpatient office visit (99201,99202,...) are also a part of the value set group and we have the code in many of the test patient , I get 24 patient over 12 years old with an encounter in Grouping Value Set (2.16.840.1.113883.3.600.1916)" . Cypress V2.2 only shows 3 patient in IPP. could you please let me know how it is supposed to work?
