I am working with patient "Z21 GP Adult" in measure CMS249. According to Cypress, she should not meet meeting the Exclusions for this measure. But as far as I can tell she has the correct criteria to do so.

But there is one oddity about this patient that I was unable to find addressed in JIRA:
