I have a local installation of Cypress 3.2.3, where I have failures fro CMS 108 and CMS 190.
I picked up the patient (54_Regina_Sharp) which is attached for debugging the cause of failure.

It is expected that the input data should have principal Diagnosis attribute for the Encounter Performed element, but the input file does has nullFlavor="UNK", because of which we do not get the principal diagnosis attribute as input data for evaluation and thus patient does not fall into denominator Exclusion as expected.

Kindly clarify if this change is intentional. If so, how are we to identify the valueset of the attribute?
