We are attempting to certify for the MU-2014 year version using the 2016 bundle for 2017. We have been using the Jan 2017 version of the HL7 CDA R2 implementation guide: QRDA, Release 1.

After generating a test deck that included CMS2V6 (2.6.3.000), we created and uploaded a set of QRDA-I files that produced errors that imply we may be using the wrong Implementation-guide. For example, e-measure 2 indicates that Value Set 2.16.840.1.113883.3.600.1545 (Additional evaluation for depression - adult) should use pattern 2.16.840.1.113883.10.20.28.3.36:2015-09-30, and the Jan 2017 I.G. x-ref table indicates that the correct template is: 2.16.840.1.113883.10.20.24.3.32:2012-12-01. But Cypress fails the file unless we remove the 2012-12-01 extension.

We have a similar issue with the ProblemConcernAct template where, to have the file pass testing, we had to remove the extension named in the I.G. from the 2.16.840.1.113883.10.20.24.3.137 template reference.

Checking the imported files, they did not have the "error" extensions.

Thus the question, are we using the wrong implementation guide?

Either way, is there a site from which we can download the pattern-to-template listing without needing to copy them out of the implementation guide?
