Our testing lab asked that we submit the following question:

Please explain why patient electronic access (2a) is not included in the transitive effect? It doesn't seem clear why it would not be included - yet the "view,download,transmit" measure IS included.

Our EHR is setup so that users can setup multiple TINs within one database. Therefore, if a provider sees a patient at TIN A (and provides electronic access), and sees the same patient at TIN B, patient electronic access is already provided.

10) For the EC Individual and Group calculation methods, actions that accrue to the numerator have a transitive effect across all of the TINs that an individual NPI is included in. This transitive effect applies to measures that are unique patient based: Required Tests 3, 4a, 4b, 4c, 5, and 6.
