What is license of QRDA files generated by Cypress?

      I am working on a demonstration, open source, eCQM implementation
      and would like to include in this work the QRDA (or equivalent JSON as
      found in the bundle file) test deck files for one or more measures. I'd
      prefer to commit these measures (similar to how people do with Synthea
      generated data) to my repository as part of my regression test suite.

      What is the license of these files? I presume that since the use of coding
      values is nominal and since the prurpose is testing an open source work,
      that the NLM/ULMS license for SNOMED, etc. wouldn't apply or would be
      acceptable under fair use. Does that match the assessment here?
      Other than that consideration, would the generated results be under the
      Apache 2.0 license as this is what Cypress is under?
