Cypress (https://cypressvalidator.healthit.gov/) shows CMS_0075 and CMS_0076 errors for encounter dates specified in proper format as per implementation guide for reporting period 2017

Getting 2 submission errors

1- CMS_0075 - Fails validation check for Encounter Performed Admission Date (effectiveTime/low value) as specified in Table 14: Valid Date/Time Format for HQR.

2- CMS_0076 - Fails validation check for Encounter Performed Discharge Date (effectiveTime/high value) as specified in Table 14: Valid Date/Time Format for HQR.

This was found recently, as a month back when I checked QRDA CAT1 (v3.1) file was validating all fine without any QRDA Error, reporting error or submission errors.
