We are seeking clarification on which value sets should be included in filtering under c4 criteria. The test procedure states that the test must filter by "Patient problem list data as defined by the CQM value sets in the certified CQMs."

Does this mean that any value set used in the context of a "diagnosis" for any eCQMs within the test should be included? Or should it expand to other QDM data types as well, such as Patient Characteristic (Tobacco User, Tobacco Non-User have SNOMED within value sets, but are not the Diagnosis data type).
