We get the error: CMS190v5 - device, ordered not complete
Attached the XML file and screenshot with the sampling values it expects to match with. We tried taking a device order block of XML from a known good patient that Cypress generates and matching the value set OID and code but it still wont pickup. Seems like a cypress bug unless you can point out what we failed to do in the XML.

Cypress version is 3.2.1
