While submitting QRDA for HQR initiatives encounter admit & discharge date should lie between the reporting period as per the CMS provided PSVA tool. But when we try to upload data for measures like (CMS100v5, CMS72v5, etc.) wherein the measure looks for admit & discharge date outside reporting period QRDA gets failed stating an error. $EncounterInpatient 2 – Startdate 1 Jan 2016 00:30 AM and Enddate 10 Jan 2016 11:00 AM
Emergency Department Visit 2 – Startdate 31 Dec 2015 11:00 AM and Enddate 31 Dec 2015 11:50 PM

$EncounterInpatient 3 – Startdate 10 Jan 2016 10:00 AM and Enddate 20 Jan 2016 11:00 AM
Emergency Department Visit 3 – Startdate 8 Jan 2016 8:00 AM and Enddate 10 Jan 2016 9:30 AM

In all the above stated visits Encounter inpatient ends during measurement period with length of stay <= 120 days with admit date may or may not be during measurement period.
Emergency department visit ends <= 1 hour before or concurrent with start of $EncounterInpatient, in such cases Shall Emergency department visit that ends before reporting period to be included?
