In CQM 2016, Diagnosis(Active/In-Active/Resolved) status has been checked and based on that diagnosis status count increase or decrease.
For CQM 2016
Initial Population =
AND: "Diagnosis, Active: Heart Failure" overlaps "Measurement Period"

But In CQM 2017, there is no explicit diagnosis status.
For CQM 2017
Initial Population =
AND: "Diagnosis: Heart Failure" overlaps "Measurement Period"

For 2017 CQM's If diagnosis is added directly as In-Active/Resolved status to patient, then count should increase or decrease?

What should be the correct behavior for above workflow?
