The c1 record sample test in Cypress v3.1.0 is not correctly evaluating QRDA I documents for Patient Characteristic Race. XMLs uploaded with an unknown race value are passing as Validated In QRDA when any valid race code is entered as a Recorded Code/Attribute Value. Similarly, a QRDA I document will pass the record sample test if the Recorded Code/Attribute Value is a different race code than the code in the XML.

Attached is an XML sample with unknown patient race that passed for race code 1002-5.
