Criteria:
cypress 3.1.0
Product Name : FirstTESTCMS50
Certification Types: C3 TEST
Annual Update Bundle :2016 bundle for the 2017 reporting period 2016.0.0
Measures Options : ONLY CMS50v5 is selected

Issue : While uploading CAT 3 file of CMS50 which was genererated from our system in C3 (QRDA-III) option. it's Sucessfully pass.
But when i upload CAT 3 file of CMS56 which was genererated from our system in C3 (QRDA-III) option. it's Sucessfully pass.

HOW it can be possible when both measure have different HQMF id and also different count.

please help where i am making mistake. or there is issue in Cypress validation.
