Many of the Cypress Master Patients in Version 3.1 only have a low time populated within the Transfer From (V3) template. For example, "N Cap, Sevenb" is expected to be in the measure population exclusion for CMS55 and CMS111 despite the fact that the time within the Transfer From Act is represented as such:
