Thank you for your inquiry specific to CMS996v2 (Appropriate Treatment for ST-Segment Elevation Myocardial Infarction (STEMI) Patients in the Emergency Department (ED). STEMI eCQM measure is planned to be used in the OQR program in 2023. Can we get clarification on the use of 'Encounter, Performed' data type in combination of valuesets that capture documentation of  Diagnoses, medication administration, allergy, etc.? Based on the metadata, Denominator Exclusion is defined as 'Patients with the following conditions active at the time of the ED encounter are excluded from measure denominator', some logic examples:

"Encounter, Performed: Anticoagulant Medications, Oral" using "Anticoagulant Medications, Oral (2.16.840.1.113883.3.3157.4045)" . The codes included in this valueset are RXNORM codes. Why is the data type 'Encounter, Performed', instead of 'Medication, Administered' for example?

"Encounter, Performed: Active Peptic Ulcer (01)", The codes included in this valueset are ICD10CM, SNOMEDCT codes. Why is the data type 'Encounter, Performed', instead of 'Diagnosis'?

None of the other hospital measures use 'Encounter, Performed' this way, please provide guidance about how EHR are expected to capture the information to represent them in the QRDA as 'Encounter, Performed' data type.

      Thanks!
