      ​Thank you for your question. You are correct. The Initial Population logic will technically allow for a situation in which the major depression diagnosis was resolved before the encounter was performed.

      In the earlier versions of the Quality Data Model (QDM), we used the "Diagnosis, Active" category to define major depression. Since that category is no longer available in the QDM, we simply use "Diagnosis: Major Depression." The Measure logic in all our eCQMs do no specify whether a diagnosis was active, inactive, or resolved. This change was made due to the limitations of EHR systems.

      Regarding the Initial Population Criteria, the measure is looking for patients who have been diagnosis of Major Depression that starts 60 days prior and 60 days after the initial start of depressant medication. As stated in the spec below:

      Can the patient still meet the Initial Population criteria if the major depression diagnosis was resolved prior to the encounter visit?
