CMS Requested Feedback on Human Readable HTML with these 2 input prompts:

      • The extent to which the new format for the human readable HTML component of the eCQM package communicates the logic of the measure
      • If there is anything about the way the CQM is rendered in the human readable HTML that vendors would change

      1. The header information and the logic sections of the Human Readable must be in sync. In CMS 111 the number of stratifications in header (2) vs logic (3).
      2. The aliasing could be improved by avoiding QDM reserved words, using full words and adding consistency.
      3. Do not enable the Collapse/Expand feature in the style sheet, with the use of repeating defines makes the measure difficult to read. I continually double checked to ensure the Inpatient Encounter definition, since it was displayed 5 times, was consistent. It was also tedious to continue to click to view the entire measure.
      4. All of the value sets used in the evaluation of the measure must be in the human readable file.
      5. Several components in the Header information for CMS 111 are missing or not aligned with the current measure release. eMeasure Version Number, NQF number, Measure Developer, the references are incomplete.
      6. It would be helpful to have a definition of relevantPeriod somewhere in the human readable.
      7. Consistently use either Stratum or Stratification, not both.
