      Hello, 

      Need assistance to identify logic issue(s) as several tests are failing unexpectantly since the tests pass in BonnieFHIR but when imported into MADiE and the meta, along with any required attributes/elements added, all JSON passes but the tests do not. This is the same measure discussed in https://oncprojectracking.healthit.gov/support/browse/CQLIT-435 except the FHIR version and is in MADiE. Mentioned in the above ticket discussions, concerns that inpatient encounters may not function as expected since not called for in the IP, we tested this by adding inpatient encounters to the IP but it did not improve test results. Most all tests are r/t the numerator criteria "Boarded Time Greater Than 240 Minutes" which does include logic r/t inpatient encounters. 

      The other tests that fail are related to "Time to Treatment Room Greater Than 60 Minutes". The logic is evaluating the time from arrival to the ED to the time of arrival to the treatment room also in ED. QI-Core indicates Encounter location 0..* does this include multiple locations in the ED and permit a  period for each location?

      MADiE measure and test exports attached. 

      As mentioned previously, we may need to discuss with the QRDA group.
