While investigating BONNIEMAT-1552, we discovered an issue with CQL Libraries that were versioned during the timeframe when we were running cqframework v2.10.0 in MAT (6/29/2023 - 7/12/2023).

For some back story, our 6/29/2023 release of MAT 6.11 updated the cqframework to latest v2.10.0. We later realized that there was an issue with generating supportable ELM with that version of cqframework (we opened a ticket https://github.com/cqframework/clinical_quality_language/issues/1179). On 7/12/2023 we reverted the cqframework back to v1.5.12 with a MAT 6.11 maintenance release. However, it looks like there were 11 libraries that were versioned during that timeframe. Any measures that use those versions of those libraries will not be successfully imported into Bonnie (because the export from MAT have unsupported ELM).

We suggest the owners of these 11 libraries (list included below) create new versions of those libraries immediately. Then the measures that use those libraries would need to be updated to use the latest version number for those libraries.
