When carrying test cases over from Bonnie FHIR to MADiE – test cases that use the code "2131-1, Other Race" receive an error – 

This code is allowed in QDM test cases and Bonnie FHIR test cases (included in drop down of allowable values) as this code is included in the value set in VSAC - OID

1) Why is this code not allowed in test cases? 

2) Will QDM and FHIR measures use different value sets for Race?
