Building Measures in CQL

      My organization is creating measures in CQL. We get files that contain data from many providers within an organization, even when providers may be submit measures on an individual basis. Therefore, there are times when we need to evaluate different codes from the same provider or handle scenarios for provider specific data elements. We need to know if there is a way in CQL to represent these provider specific situations. The main types of situations we have in our measures are as follows:

      1. Can we set it up so that a code from a Value Set is from the same provider (TIN, NPI or NPI/TIN combination) as a code in another Value Set?

      Example: Code for biologic immune response modifier is the same provider as the patient encounter occurring during the measurement period

      2. Can we set it up so that 2 or more codes in the same Value Set are from the same provider?

      Example: There are at least 2 patient encounters for the patient for this provider during the measurement period

      3. Can we set it up so that a data element cab be evaluated in relation to a specific provider’s patient encounter (or other data element)?

      Example: The numerator quality action must take place within 24 months before the start of an encounter for this provider

      4. Can we set up it up so that only if a certain percentage of patients are Performance Met for this provider the measure is valid?

      Example: A measure where there are 2 Performance Rates, where the whole measure for a provider is only valid when the Performance Rate of Performance Rate 1 for that specific provider’s data is >= 50%.

      Do you know if any of these scenarios can be performed in CQL? If so, can you explain how, or point me to where I can find the syntax for each?
