Multiple encounters for CMS111

      We have a question related to CMS111 ED measure where it has multiple encounters for each patient and the scenario is given below:

      Patient1:

      IpVisit with proper code(As per value set) with episode id "1".
      EDVisit with proper code that ends 1 hr or less than start of IpVisit , but with an episode id "2".
      EncOrder with proper code with an episode id "3" but starts during EDVisit.

      Note: Here episode id's are basically the id for each visit. In general terms all these elements are of different visits.

      Our question here is: Should this patient be in IPP or not?

      Patient2:

      Visit 1:
      IPVisit with proper code .
      EDVisit with Proper code but does not end 1 hour or less than start of IPVisit.
      EncOrder with Proper code starts during relevant period of EDVisit 1.

      Visit 2:
      EDVisit with proper code ends 1hr or less than start of IPVisit of Visit 1.
      EncOrder with proper code does not start during this relevant period of this EDVisit.

      Visit 3:
      EDVisit with proper code ends after start of IPVisit of Visit 1.
      EncOrder with proper code but starts during relevant period of EDVisit of visit 2.

      Note: All visits are in the measurement period.

      Summary: Ideally a combination of IPVisit of visit1, EDVisit of visit2 and EncOrder of visit3 would make it solve IPP. Here we assume all the dateTime conditions are as per measure logic.

      Our question here is: Should it ideally be in IPP or not?
