There is currently potential for records with payer other than Medicare to be included in the IPP for CMS529 based on the existing conditions of CQL. This scenario will occur currently if a patient has multiple episodes of care that also have an overlapping encounter date. For example, the initial encounter has a payer equal to Medicare while the subsequent encounter has a payer of non-Medicare but the subsequent encounter has an admission or discharge date that occurs during the initial encounter. Is this the intent of the IPP criteria?
Note, currently the EH eCQM do allow for the consideration of data elements from other MEOC if the timing criteria is met. However, we have never seen this as it related to payer and want to inquire about the measure intent. Thank you.
