Both hybrid measures use "Encounter, Performed: Encounter Inpatient" QDM Data Element.  We have acute care hospitals that also have designated swing beds.  Patients can be admitted/discharged as an acute inpatient and then stay in the same hospital and bed and have a new encounter and insurance claim as an Inpatient Swingbed patient class.  
These patients are pulling into our Hybrid Measure patient populations due to the "base class" of the patient being Inpatient.  Should these Swing Bed Inpatient encounters be included in the population for "Inpatient Encounters"?
