Please Explain the change to Linking Variables to allow only 70% of cases to have all required Linking variables. MBI is the only thing that can be missing for the inpatient encounter to still be valid and the case in the measures. If MBI is missing it causes an error on the load of the file at CMS. So how can only 70% of cases have the 3-4 required Linking variables. Without CCN, the cases will not load. Sex is not required to be present.
