Files for CMS 529 rejected due to missing Medicare Beneficiary Identifier (MBI)

      In a recent submission of files to the hqr.cms.gov website test portal for CMS 529, a number of files were rejected with the error message, “Either the Patient HICN or MBI is required for hybrid measure/Core Clinical Data Elements (CCDE) submissions (CONF:CMS_0084).” These files were missing the Medicare Beneficiary Identifier.”

      During a previous voluntary submission of the hybrid measures in August 2023, a few files were missing the MBI number. These files were not rejected although they could not be linked to claims data. They lowered our percentage of successfully linked files. Looking at previous tickets on this site, I found statements indicating that files missing a MBI number should be issued a warning and not a rejection.

      Has the policy changed so that files that are missing a MBI number will be rejected?

      My understanding is that in order to submit a batch of files, rejected files must be corrected and resubmitted. If files that are missing a MBI number are rejected, this will substantially increase the difficulty of submitting the hybrid measures.
