Could you please provide clarification on previous ONC Jira CHM-234? https://oncprojectracking.healthit.gov/support/browse/CHM-234
From reading this Jira is sounds like QRDA files can be submitted with unknown MBIs and that cases with missing MBIs would be unmatched. It also states that only matched QRDA 1 files and claims are ultimately used in calculations. Does this mean that an organization with MBIs on only 60% of their hybrid populations could still meet the 95% linking variable threshold (or proposed 70% linking variable threshold) and still meet IQR participation requirements when the measure becomes required since all of the unknown MBI cases would be excluded from the threshold calculations?
Example. I have 100 patients in my Hybrid population. All of the cases have complete data on the linking variables except for MBIs. Only 60 of these cases have MBIs. I submit unknown MBI for the remaining 40 cases. Does this mean I am at 100% on the linking variable threshold (since the 40 unmatched cases would be ignored entirely from calculations) and have met the IQR participation requirements (assuming I meet the lab/vital sign thresholds) ? OR does this mean I am performing at 60% on the linking variables and have therefore failed the 95%(or proposed 70%) threshold and have failed the IQR participation requirements when it becomes required?
