Labs drawn at the beginning of an Observation encounter for a patient changed to inpatient status with observation length of stay > 24 hours fall outside of the timeframe to be used for measure processing.

      My hospital admits many patients with observation status and later changed to inpatient status, often more than 24 hours after the beginning of the observation status and emergency department discharge. Lab work that resulted from the emergency encounter or beginning of the observation encounter falls outside of the 24-hour timeframe is not available to complete the hybrid measure. This issue is causing us to not meet the minimum 90 data completeness for labs and setting us up for reduction in CMS payment.
